Gen. Terry A. Wolff, to director, force development, Office of the Deputy Chief of Staff, G-8, U.S. Army, Washington, D.C.  Wolff most recently served as commanding general, 1st Armored Division, U.S. Army Europe and Seventh Army, Germany.             Brig. Gen. Theodore D. Martin, commandant, U.S. Army Armor School, Fort Benning, Ga., to commandant of cadets, U.S. Military Academy, West Point, N.Y.             Brig. Gen. Richard P. Mustion, the Adjutant General/commanding general, Physical Disability Agency/executive director, Military Postal Service Agency, Fort Knox, Ky., to director, Military Personnel Management, Office of the Deputy Chief of Staff, G-1, U.S. Army, Washington, D.C.              Brig. Gen. John R.
